Participant contributions: use the person’s circumstances and the service date

Participant contributions should not be treated as one fixed percentage for every person. Current Department guidance explains that rates depend on individual circumstances and service type, with Services Australia assessing income and assets. It also describes protections and hardship arrangements. Pay attention to when the service happened

For approved personal-care services delivered from 1 October 2026, participants no longer pay a contribution where the stated approval and available-funding conditions are met. Services delivered before that date retain applicable earlier arrangements even if claimed later. Official personal-care change guidance: https://www.health.gov.au/support-at-home/personal-care-contributions.

A practical review record should identify the official participant information used, its effective period, the service date and any unresolved exception. If the evidence is missing, flag it for review instead of guessing a rate from a broad customer label.

The linked manual provides supporting detail in chapter 9. For current settings, also check the live provider guidance; an older participant fact sheet should not be used on its own to explain later changes.

How Genoveva could help

Genoveva could help keep the source and effective date of contribution information visible beside care and financial records. Planned preparation tools could flag missing evidence for provider review. Any calculations require tested current rules; Genoveva does not determine a participant’s official rate.
